The amount of damage to cables in the Baltic Sea has been "exceptional" in recent years, Juha Martelius, head of Finland's security and intelligence service Supo, told Reuters.
At the same time, he calls the cable breaks a "secondary problem" and instead describes Russia's shadow fleet as the "biggest concern regarding the Baltic Sea."
- The biggest concern regarding the Baltic Sea is that Russia's shadow fleet operates there and provides Russia with warfare capabilities by allowing Russia to sell energy to other countries that buy it, he told Reuters.
'Shadow fleet' refers to ships used by Russia to move oil, weapons and grain around in violation of international sanctions imposed on Russia in connection with the war in Ukraine.
