
Seven parties presented the budget agreement they reached over the weekend on Monday afternoon. Here are some of the points that are of interest to municipalities and regions:
- 10 million DKK will be allocated for one or more demonstration projects for cleaning up PFAS contamination.
- 2 million DKK will be allocated for the expansion of offshore wind turbines, more specifically, it will be investigated whether a marine nature fund should be created with the possible involvement of private funds, and knowledge will be collected on how compensatory measures can be taken for nature as the expansion progresses.
- If the cleanup of the generational pollution at Høfde 42 becomes more expensive than expected, it will be financed via a new, green fund with money from the green room for manoeuvre.
- In primary schools, the class ceiling in grades 0-2 will be The number of students in each class will be reduced from 28 to 26, and there will be better opportunities to postpone the start of school. However, this will not happen from August this year, as the previous government had proposed, but only from August 2024.
- A new task force will strengthen education for highly gifted children. It will, among other things, collect international experiences and disseminate knowledge. DKK 4 million will be allocated for this.
- The publicly funded alcohol treatment will be scrutinized, with a focus on self-payment and whether sufficient treatment is provided. The scrutinizing will involve municipalities, private practitioners and other relevant organizations.
- The here-and-now package for regional psychiatry, which was agreed last year, will be brought forward so that it can come into effect this year. DKK 40 million will be allocated, which will mainly go towards costs for more staff.
- Headspace, which advises children and young people with mental health challenges, will receive an additional DKK 5 million. DKK this year and DKK 9 million next year.
- A new knowledge center will strengthen efforts to retain seniors in the labor market. DKK 2 million will be allocated this year, DKK 10 million next year and DKK 15 million in the following years.
- In the area of homelessness, the Housing First approach will be strengthened. DKK 3 million will be allocated.
- Men who have been subjected to violence must receive the same help as women who have been subjected to violence. Therefore, additional money will be allocated for the action plan against intimate partner violence and intimate partner homicide - DKK 7.6 million in 2024 and DKK 13.2 million thereafter. This has, among other things, has been a key issue for Faxe Municipality and KL.
Other points that are of less municipal relevance include that twin parents receive extra maternity leave, that young people receive an increased personal deduction, and that more must be paid into the share savings account.
Financing of old settlements
The government's proposal from March already contained a number of points that had been negotiated in place, including:
- 7 billion DKK for the Ukraine Fund in 2023.
- 2.4 billion DKK for the agreement from February on inflation aid.
- 2 billion DKK for an emergency plan for the hospital system in 2022-2024.
- 1.9 billion DKK for a reserve for a multi-year agreement for the tax administration in 2023-2026.
- 1.3 billion DKK for a reserve for a new working environment agreement in 2023-2026.
- 185 million DKK to boost the courts' finances in 2023.
According to the media outlet Radar, the Danish Data Protection Agency will be cut by 4.2 million. DKK per year - a saving that was already included in the government's budget bill, and which has therefore been continued in the compromise.
About the 2023 budget bill:
- Behind this year's budget bill are - in addition to the government parties - SF, Liberal Alliance, The Social Democrats and the Danish People's Party, i.e. a very broad majority.
- Outside are The Conservatives, The Danish Democrats, The Unity List, The Alternative and New Civic Party.
- The budget bill has fallen into place about five months later than usual due to the general election and the formation of a government. The SVM government did not submit its budget bill proposal until March 23, and after a month of negotiations, it is now in place. It will be adopted in the parliament in mid-May.
